 NOTICE OF RACE ROUND 4, CAPE TOWN AND LANGEBAAN 21 – 24 JANUARY 2010 1 NOTICE OF RACE 1.1 Notice is hereby given that the above sailing event is scheduled to take place as detailed in this Notice of Race. 1.2 Entries are invited in terms of this Notice. 2 ORGANISER 2.1 The Championships will be organized by WSA-WC as the Local Organizer for and on behalf of and under specified conditions laid down by the WSA. 3 DISCIPLINES 3.1 The competition will contest the following disciplines; 3.1.1 SLALOM 3.1.2 WAVE 4 VENUE 4.1 The fourth round of the 09/10 WSA Tour and will be held between Langebaan and Cape Town from Thurs 21 Jan, through until Sunday 24 Jan 2010. 4.2 The event HQ will be based at Friday Island Guesthouse, Langebaan. 4.3 Slalom will be run at Langebaan. 4.4 The Langebaan Downwind Dash is scheduled for Sat 23 Jan and will count towards the slalom event. 4.5 Wave will be run wherever the best conditions on the day exist anywhere between Platboom and Swartriet. 4.6 Conditions: 4.6.1 Langebaan (slalom): Flat water lagoon conditions. Tidal chop. 4.6.2 Swartriet (wave): Moderate to fresh SE winds (cross to slightly offshore). Swell – anything from 2 feet to 10 feet. 4.6.3 Cape Town (wave): Wave conditions dependent on event venue. 4.6.4 Water temperature is typically 11 - 19°C, air temp 16°C (night) and 26°C (day). 5 RULES 5.1 The event is a WSA sanctioned event governed by: 5.1.1 The WSA National Tour Championship Rules (WSACR) 5.1.2 The ISAF Racing Rules of Sailing (RRS) 5.1.3 This Notice of Race (NOR) 5.1.4 The Sailing Instructions (SI) 5.2 Alterations to the SI must be approved by the region’s Race Supervisor. 5.3 Competitors shall attend the opening & closing ceremonies including the prize giving. 6 DIVISIONS 6.1 The event is open to ALL men and women of all ages, provided you are proficient at windsurfing. 6.2 The main category will be the Men’s Open category. 6.3 Results will be scored separately should there be 4 or more entries within the following divisions: 6.3.1 Youth 6.3.2 Ladies 7 VALIDITY OF EVENT 7.1 SLALOM 7.1.1 A minimum of fifteen valid & paid entries must have been received no later 15 January 2010 for the event to be considered valid (a full refund shall be granted should this criteria not be met). 7.1.2 A minimum of four fleet races or one completed elimination is required for the event to be considered valid. 7.1.3 A wind minimum of 12 knots shall be required in the course area for a slalom race to be considered valid. 7.2 WAVE 7.2.1 A minimum of ten valid & paid entries must have been received no later 15 January 2010 for the event to be considered valid (a full refund shall be granted should this criteria not be met). 7.2.2 A minimum of one completed single-elimination is required for the event to be considered valid. 7.2.3 A wind minimum of 15 knots shall be required in the course area for a slalom race to be considered valid. 8 EQUIPMENT AND EQUIPMENT REGISTRATION 8.1 All competitors shall bring their own equipment and are subject to the equipment limitations of the WSACR D.2. 8.2 An Equipment Registration Form shall be completed before the close of registration. 9 EQUIPMENT INSPECTION 9.1 It is the responsibility of each competitor to ensure that his/her board and equipment conforms to the WSACR. 9.2 The Equipment Inspectors will pay special attention to sail identification rule compliance – see RRS B2.4. 9.3 Equipment checks may be made throughout the event. 10 COURSES 10.1 Courses shall be as prescribed in the SI’s. 11 SAILING INSTRUCTIONS (SI)/EVENT PROGRAMME 11.1 The SI will be available at registration as will the Event Programme scheduling social events. 12 SCHEDULE | Date | Location | Time | What | | Wed 20 Jan | Friday Island, Langebaan | 18h00-20h00 | Registration (optional) | | Thursday 21 Jan | Friday Island, Langebaan OR if wave in Cape Town on Thurs, venue will be announced via SMS latest Wed 6pm. | 8h00 | Registration (for those who have not registered Wed evening) | | | tba | 9h00 | Skippers Meeting | | | | 11h00 | First possible start | | | tba | 20h00 | Opening Bash \ Supper | | Friday | tba | 9h00 | Skippers Meeting | | | tba | 11h00 | First possible start | | Saturday 23 Jan | Langebaan | 14h00 | Dash Skippers Meeting | | | Langebaan | 15h00 | First possible start of Dash | | | Mykonos | 19h00 | Dash Party | | Sunday 24 Jan | Friday Island | 9h00 | Skippers Meeting | | | | 11h00 | First possible start | | | | 18h00 | Closing Event | 13 MEDALS AND PRIZES 13.1 Medals and/or trophies may be awarded. 13.2 A Prize fund might be distributed according to the SI. 14 ELIGIBILITY 14.1 All entries shall meet the requirements of the WSACR. 14.2 In accordance with the WSACR B.1.2 (Eligibility Code), all Pro-League competitors shall be members in good standing of WSA. 14.3 Competitors shall possess valid third party liability insurance. 15 REGISTRATION 15.1 Registration will open at Friday Island, Langebaan from 18h00 till 20h00 on Wed 20 Jan for registration and enquiries. 15.2 Competitors may also register on the morning of Thursday 21 Jan at a venue and time to be confirmed by SMS the day before. 15.3 The planned venue and time for Thursday’s registration is Friday Island 9h00, but in case we decide to run wave in Cape Town on Thursday, wave participants will register in Cape Town at the event venue. 15.4 Registration for the Langebaan Downwind Dash is automatic for all Slalom racers. Racers will not be required to re-register prior to the Dash. 15.5 Competitors will be required to produce the following prior to completing registration formalities on site: 15.5.1 Original Regatta Entry Form 15.5.2 Evidence of valid third party insurance 15.5.3 Parental/legal Guardian Assent – for those under age of 18 15.5.4 Medical Treatment Permission – for those under age of 18 or on their parents medical insurance policy 15.5.5 Original Bank Transfer/Draft details 15.5.6 Proof of age 15.5.7 Equipment Registration Form signed by the Official Inspectors. 16 ENTRY AND FEES 16.1 A maximum of 32 men for slalom and 32 men for wave may register. 16.2 A maximum of 8 women for slalom and 8 women for wave may register. 16.3 A maximum of 8 junior men for slalom and 8 junior men for wave may register. 16.4 The host region is entitled to 25% start places for men and 25% for women. 16.5 Eligible riders may enter by paying the entry fee and completing an entry form available from www.windsurfingafrica.org and emailing or faxing it not later than 15 January 2010 to. | Mark Derman WSA_WC | | E-mail: | mark.derman@gmail.com | | Telephone no. | 083-488-8777 | | Fax no. | | 16.6 Entry forms must be countersigned by a parent or guardian where the competitor will be under the age of 21 years on the first day of the regatta. 16.7 In cases of electronic or faxed entry, confirmation of payment as outlined above shall clearly bear the reference riders_name and be faxed or e-mailed, together with the entry form, to the Regatta Secretary. 16.8 Entry fees are as follows: | Discipline | Fee | | SLALOM (Men & Women) (includes Downwind Dash entry) | R 300 | | WAVE (Men and Women) | R 200 | | SLALOM (Juniors) | R 200 | | WAVE (Juniors) | R 100 | 16.8.1 No rider will be turned away for financial reasons. If the entry fee is a problem, speak to the Organiser. 16.8.2 Late entries may be made at registration subject to availability and a late entry surcharge of R 100 per discipline. 16.9 2010 Langebaan Downwind Dash Entry: 16.9.1 Entry in the SLALOM category includes entry into the Downwind Dash. 16.9.2 The downwind dash entry fee will be a separate fee to all other competitors. 16.9.3 Entering the Downwind Dash via this event guarantees a place in the “first” start of the Dash 16.10 Other Fees: 16.10.1 WSA annual membership fees are R200 per season. All riders (wave and slalom) are required to be members of WSA should they wish to compete in the Pro-League. 16.10.2 All membership formalities can be completed on site. 17 ACCOMMODATION / TOURIST INFORMATION 17.1 Recommended Accommodation: Friday Island Guesthouse 17.1.1 Johnnie van der Vyve has kindly offered the first few event bookings at Friday Island at a reduced rate. Friday Island is already half booked for January 2010. 17.2 Other accommodation websites: 17.2.1 http://www.langebaaninfo.co.za 17.2.2 http://www.safarinow.com 17.3 For more local Information before the regatta and to make enquiries please contact: 17.3.1 the regatta secretary or; 17.3.2 visit the event website http://www.windsurfingafrica.org 18 AIR TRAVEL/ TRANSPORTATION / TRANSFERS 18.1 The closest airport to the Venue is Cape Town International Airport situated within 25km from the city and 150km from Langebaan. 18.2 Contact the regatta secretary to arrange transfers. 18.3 Major Hire Car Companies are situated at the airport. 19 TELEVISION AND MEDIA 19.1 In registering for the event, competitors automatically grant to the Organising Authority the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event, for the said Championship as defined in the Notice of Race and Sailing Instructions in which he/she participates without compensation. 20 BIBS / VESTS & COMPETITORS SAIL BRANDING. 20.1 During racing, competitors may be required by the organisers to wear bibs/vests carrying the event sponsors' branding; and carry the event sponsor's advertising on their sails in accordance with RRS B2.4 21 DRUGTESTING 21.1 Competitors are reminded of the ISAF rules and regulations concerning the use of banned methods and substances. 21.2 Drug testing may take place during the event. 21.3 Sailing under the influence of alcohol will not be tolerated. 22 LIABILITY 22.1 Competitors participate in the event entirely at their own risk. The Organising Authority, WSA or any of their officials or representatives or the sponsors or their officials or representatives, are not responsible under any circumstances for any damage, loss, injury or death sustained in conjunction with, prior to, during, or after the event either ashore or on the water, to persons or equipment.
